About This Opportunity

In accordance with the mission of the Institute of Cultural Heritage of Cartagena de Indias (IPCC) to promote, safeguard and strengthen cultural and patrimonial expressions in the District, the present call for incentives is aimed at recognizing and promoting the creative, community and artistic capacities of citizens. This is an open invitation to artists, managers, cultural organizations and communities to participate with their proposals in a process that values diversity, promotes participation and provides equitable access to public resources for cultural development. With this call, the IPCC reiterates its commitment to strengthening the cultural ecosystem of Cartagena, supporting processes that reflect our symbolic wealth and actively contribute to the construction of a city with guaranteed cultural rights. The District Development Plan 2024-2027 “Cartagena de Indias, Ciudad de Derechos”, in its Artes, Culture and Heritage advancement impulse, highlights the need to promote initiatives aimed at strengthening the valuation of cultural, artistic and historical heritage in the city, recognizing both its intrinsic value and its role in building collective identity. This impulse is conceived as a motor for cultural enrichment and intercultural dialogue, fostering creativity and innovation in the artistic field. In line with the above, various strategic actions are proposed for the promotion of arts, culture and heritage, among which the Program 10.4.2 Democratization of culture: Incentives for artistic, cultural and creative development stands out. This initiative represents a commitment by the District to the protagonists of culture in Cartagena and constitutes a mechanism to support development, creation, production and cultural research processes present in the territory. The Mayor's Office of Cartagena de Indias, through the Institute of Cultural Heritage (IPCC), presents this call for incentives to the citizens, whose main objective is to support artistic and cultural projects of actors in the cultural sector of the District with economic incentives for the promotion, creation, participation and recognition of their artistic production. This initiative also aims to preserve and disseminate the cultural diversity of the District, generate spaces for encounter and community conviviality, strengthen creative and productive capacities around artistic practices, and influence the consolidation of the District Cultural System from a perspective that integrates differential and intersectional approaches.
